The National Chaplains of the Philippines (NCP), Inc. received its mandate and sources of authority from the following:

Institutionalizing the Moral Recovery Program (MRP) In All Government Departments, Offices, Agencies and Government-Owned and Controlled Corporations Through the Establishment of Integrity Circles by President Fidel V. Ramos, dated April 3, 1996.


IRR of EO 319 s 1996

Section 2 of the Implementing Rules and Regulations of E.O. 319 mandates the creation of Moral Recovery Teams, having similar mechanisms and operational structure with that of the National Secretariat, in Regional, Provincial, City, Municipal and Barangay levels.

IRR of Republic Act No. 7160

Article 62, Rule XIII of the Implementing Rules and Regulations of the Local Government Code of 1991 mandates the Local Government Units—LGU to promote the operation of non-governmental organizations and/or the private sector, to make them partners in pursuit of local autonomy, and to directly involve them in plans and in the delivery of services.
